Case Study

Pine Township

ACT 537 Plan and Sewage Treatment Plant Project

Pine Township, Armstrong County, Pennsylvania

Spring 2004

Background:

The Pine Township Sanitary Sewer Project is designed to provide public sewage connections to the residents in the Village of Templeton and surrounding areas .  Currently the sewage is handled by on-lot septic tanks or by Wildcat sewer systems.  The on-lot septic tanks are already malfunctioning and the Wildcat systems just convey untreated sewage to the Allegheny River.  By installing the new sanitary sewer system along with a sewage treatment plant the negative effects that go along with improper sewage treatment will be eliminated.

Initial design:

Included approximately 190 households in the Villages of Templeton and Mahoning (205 EDUs with the campground included).

The total estimated cost (including construction, legal, design, inspection, acquisition and contingency) is $5.3 million.

Results:

Residents within the Village of Templeton and surrounding areas will benefit by having their sewage properly conveyed and treated.  The residents down river on the Allegheny will benefit by the elimination of raw sewage being discharged.  Also, once the project is complete additional projects can be started, such as supplying sanitary sewer to the Village of Mahoning.
